Five churches in every state isn't really the goal — it's the floor. The actual goal is disciples being made and churches that reproduce, not growth or size for its own sake.
"If we work together to create a network of multiplying churches that serve and help each other, we can begin to change the outlook of churches and disciple-making in this country in a way that will have lasting effects for generations to come."

The current trend just continues — churches decline, fewer disciples are made, and the next generation inherits less.
